What is circle feature

Circle will limit tweets to specific people. Meaning not everyone will be able to see your tweet. The Circle feature is similar to the close friend feature of Instagram. Circle will get a feature to create a group like WhatsApp, which will give users the option of which person they want to include in Circle? Only the person in the circle will be able to comment and reply to your tweet.
